It is quite similar to a blog roll, or a feed aggregator that nearly anyone can place on their site — not something many people will find useful or beneficial when placed on their site. While it was intended to be a good tool, it failed to do so, as the owner stated, and the plan fell through. Overall such traffic exchange systems are hardly effective. Clickthrough rates are too low, you have to give thousands of impressions to get single visitor.
